Something is still missing

Why is everyone acting as if this is a new revelation? Why didn't the US report what it knew regarding this Iranian facility. It appears to me that the US has egg on its face, too. Why have we waited until the facility is complete, and after Iran's disclosure, to disclose what we've known for approximately two years?

Some pundits are saying that the administration delayed reporting on the Iranian facility until now because they wanted to use it as a negotiation tool and to strengthen the possibility of sanctions. Actually, the timing is after Iran reported the facility -- plus, who thinks Russia and China will impose sanctions on Iran -- who thinks that Iran will not get get what it needs and make sanctions by the west impotent?
