Ask just about any Democrat you come across if the rich should pay more taxes and they'll say yes. Even after they let Bush's tax cuts expire, soon, they'll be saying the same thing. Gillespie has it right, they'll always think the rich can pay more. They can't tax the poor, and the middle class is where the votes are, so, Democrats, and Republicans, if government needs the money, and they always do, will tax the rich, because the rich must pay their "fair" share. Never mind that the rich pay too much, now, too much is never enough.
